1. What can Lowell do to bring more small businesses to town?

It could offer Tax break incentives and reduce utility connections. It would also help if an accurate census count is provided.

2. How can Lowell improve downtown parking?

I don' t see how any parking could be improved without a lease or purchase of existing land. If downtown were to expand this would makeway to more vacant land to be excessible for parking.

3. What is the most important issue facing Lowell over the next two years?

The town needs to be ready for new business by keeping their police, fire and utilities departments up to date.
